Grand Haven,  MI (WGHN) – March 29 was chosen for National Vietnam War Veterans Day because on that day in 1973, the Military Assistance Command, Vietnam (MACV) was disbanded and the last U.S. combat troops left South Vietnam.

Wikipedia states that in 2012, Barack Obama recognized the date with a presidential proclamation, calling on Americans to honor Vietnam veterans through ceremonies and commemorative events.

The observance was later made official in 2017, when Donald Trump signed the Vietnam War Veterans Recognition Act of 2017, formally designating March 29 as National Vietnam War Veterans Day and encouraging the display of the U.S. flag.
